    Background

Globally as well as on the national and local levels, goals and specific targets are set up to reduce our greenhouse gas emissions and secure future supply of energy. Several innovative solutions are being developed and tested out in best practice projects in order to reach these goals and targets. However, there are examples that innovative solutions may conflict with current regulations, which is potentially slowing down the transition to the zero emission society. Regulation hampering ZEN projects may be linked to different but related topics, such as energy trade and exchange, urban planning, environmental policy, innovation, public procurement and regional development, and municipal regulation is typically embedded in higher levels of national and EU regulations.

The PhD project aims to explore innovative solutions for Zero Emission Neighbourhoods, in particular to the consequences of regulations that are slowing down or stopping sustainable innovations. In addition, he/she will work to identify possible solutions to these challenges. The research will be connected to related work within the Research Centre on Zero Emission Neighbourhoods in Smart Cities (www.fmezen.no).
